A national Public Health Emergency due to COVID-19 was declared effective January 27, 2020, and has been subsequently extended for two additional 90-day periods, through October 23, 2020. As a result of the CARES Act legislation, the Department of Health & Human Services (DHHS), has been tasked with distributing $175 billion to hospitals and other healthcare providers to help prepare for and adapt to the unprecedented operational and financial challenges our industry has faced in diagnosing, testing, and caring for individuals with possible or actual of COVID-19.  

As a result of the pandemic, providers have suffered lost revenues, disruptions to service delivery, staffing challenges, and overall increased expenses, among other consequences – all within a matter of a few months and at a level unprecedented in recent history. While there is no question these grants were critical in maintaining the availability of needed healthcare services, it is important to recognize the funds came with strings attached in the form of terms and conditions intended to define appropriate use and protect against fraud.  

For example, each payment requires recipients to attest to specific terms and conditions and to maintain ongoing documentation to support proper fund use. In addition, acceptance of these grants mandates specific auditing and/or reporting obligations.
